Regulatory standards are gradually improving, China's drones have entered a benign development track

With the continuous improvement of China's UAV supervision and industry standards, China's UAV industry will enter a safe and healthy benign development track. From the perspective of development prospects, drones have been used in aerial photography, express delivery, post-disaster search and rescue, data collection and other fields, and the development potential of drones is huge.

On September 19, 2016, the 6th China International Unmanned Aerial Vehicle Systems Conference (UAS2016 System Conference) was held in Beijing. Liu Hao, Deputy Director of the China Aeronautical Society Unmanned Aircraft System Special Committee and National Air Traffic Control Standards Research Center The host hosted and said: The military will jointly draft and issue new types of UAV regulatory administrative regulations for the development of UAVs.

The Ministry of Industry and Information Technology said at the meeting that the future UAV supervision should include information filing in the key planning scope. The information filing mainly covers the project product and facility record filing, the drone operation owner's identity filing and the project operation operator identity filing. With the continuous improvement of China's UAV supervision and industry standards, China's UAV industry will enter a safe and healthy benign development track.

UAV industry market size

According to the "2016-2021 China UAV Industry Market Demand Forecast and Investment Strategic Planning Analysis Report", there are more than 300 units engaged in the UAV industry in China, among which 160 are large-scale enterprises, which have formed supporting facilities. Complete R&D, manufacturing, sales and service systems. At present, there are hundreds of unmanned aircraft types under development and in use. The technology of small drones has gradually matured, strategic drones have been tested, and attacking drones has successfully tested air-to-ground missiles several times.

In 2014, China sold about 20,000 UAVs. It is estimated that by 2020, the annual sales of Chinese UAVs will reach 290,000. It will maintain a growth of more than 50% in the next few years. From the perspective of development prospects, drones have been used in aerial photography, express delivery, post-disaster search and rescue, data collection and other fields, and the development potential of drones is huge.

China's UAV supervision system

From the perspective of industry management in the airspace, China's departments capable of performing airspace command mainly include military aviation (including Air Force, Navy, and Army Aviation), civil aviation, the State Sports General Administration, the aviation industry department, and the police helicopter office of the Ministry of Public Security, but the latter three. The department must carry out the necessary declaration, approval or filing procedures to the military aviation when performing flight operations. The Air Force assumes jurisdiction over the entire airspace on behalf of the state. The decision of the Air Traffic Control Committee is the Air Force Operations Department, which is responsible for air traffic control command and service within the route.

After the civil aviation administrative management system reform in 2003, the current civil aviation administrative management system includes the Civil Aviation Administration of China, the Civil Aviation Regional Administration (North China, Northeast, Northwest, East China, Central South, Southwest and Xinjiang Regional Administration) and 33 provinces (autonomous regions and municipalities). Aviation Safety Oversight Administration Office. The management organization is divided into two levels: the Civil Aviation Administration and the Civil Aviation Regional Administration. The Aviation Safety Supervision and Administration Office is the dispatched agency of the Civil Aviation Regional Administration. The main duties of the Civil Aviation Administration of China are located in the five aspects of civil aviation safety management, market management, macro-control, air traffic management and external relations, and each function contains the management content of general aviation.

UAV industry related standard specifications

In July 2015, the Ministry of Industry and Information Technology held a seminar on the aviation industry standard “Classification and Classification of Civil Aircraft Driving Aircraft Systems”. The UAV classification standard formulated by the Ministry of Industry and Information Technology and the UAV airspace management regulations formulated by the Civil Aviation Administration are expected to be introduced in 2015, which will send policy to the development of the UAV industry.

On June 17, 2015, the first domestic civil drone industry standard - "General Technical Standard for Civil UAV System" was released by Shenzhen (Shenzhen) UAV Industry Alliance in Shenzhen. The content includes application scope, classification and code, composition and main technical parameters, test methods, inspection rules, packaging and transportation storage. On June 26th, the "General Technical Standards for Fixed-Wing UAV Systems", "General Technical Standards for Multi-Axis UAV Systems", and "General Technical Standards for Single-Rotor Helicopter Systems" were released.
